Community Preservation Committee

The Community Preservation Committee (CPC) was established by State statute and authorized under Chapter 44B after which Hatfield adopted the Community Preservation Act (CPA) in 2006 and implemented the program beginning in 2008. 2023 is the 15th year that the townspeople will vote on projects approved by the Community Preservation Committee (CPC) for enactment.  Locally raised monies are matched by funding from the Commonwealth Community Preservation Trust Fund.  The CPC manages the application process for projects and activities eligible for CPA funding. Proposed projects may be submitted for consideration in the areas of Historic Preservation, Open Space Preservation, Community Housing, and/or Recreation.

The CPC reviews all applications for CPA funding and recommends projects for consideration by Town Meeting. Town Meeting is the final step in the process of reviewing, discussing, and finalizing spending for projects from CPA funds. All allocations of CPA funds for projects must be approved by Town Meeting. 

Applications for CPA funding may be submitted to the CPC for consideration at any time throughout the year. However, all Prospective applicants for CPA funding, please be advised that in order to more efficiently meet the schedule set by the Select Board for submitting articles for Annual Town Meeting, the CPC has set November 1 as the deadline for all applications for funding for consideration at the next Annual Town Meeting. Also, in the event of Special Town Meetings, the CPC may in the best interest of the Town recommend projects deemed worthy of consideration for approval by Town Meeting.

CPA Fund Update:

In Fiscal Year 2023, Hatfield received $185,461 from the Commonwealth's Community Preservation Trust Fund. This is a 100% state match of local CPA receipts!  Only 16 communities in the state received a 100% match this year.  The town’s award is a combination of Hatfield’s small population size and having the maximum 3 percent surcharge. The state distribution formula favors Hatfield in both categories.

Since 2008, Hatfield has raised $1,897,352 from local CPA collections and received $1,675,483 from the State Trust Fund – an 88% state match.  Through May 1, 2023, $2,429,766 has been awarded in support of 44 projects.  As of May 1, 2023 there was a balance of $608,537 in unexpended funds previously allocated to approved, active projects and $1,937,119 available for future grants.

The CPA funding articles presented on the May 9, 2023 Town Meeting Warrant totaled $509,184. Enacted and approved, the result reduced the amount of CPA funds for future projects (based upon May 1, 2023 accounting) to $ 1,427,935.
